The h c a l Development Authority shall be entitled to charge and collect, toll, for the use of approach roads and other amenities, at such rate and in such manner as may be notified by the State Government, fiom visitors, to such places of popular resort (including any ancient and historical monuments) within its Iocal development area as may be so no ti fied : Provided that- (a) therateoftollpervisitor,shaHnotexceedrupeestwo; (b) the State Government may by noti6cation, exempt any class or classes ofvisitors from the payment of the toll and may fix any day or days on which no toll shall be chargeabls.
