(1) When framing a scheme under this Act in respect of any locality, regard shall be given to— (a) the nature and the condition of adjoining localities and of the town as a whole; (b) the direction in which the town appears likely to expand; (c) the claims of any other part of the local area likely to require a scheme under this Act; (d) any direction, time to time issued by the State Government in this regard for the development and betterment of the locality. (2) The trust shall prepare the scheme having regard to the land use specified in the plan of the town and in consultation with District Town Planner and submit the scheme in such manner along with documents, fee and charges as may be prescribed.
