(1) Itshall be the duty of the Chairman of the Board to ensure that the provisions of the Act and the regulations and bye-laws made thereunder are faithfully observed and he shall have all the powers necessary for this purpose. (2) In an emergency, which, in the opinion of the Chairman of the Board, requires that immediate action should be taken, the Secretary shall take such action as he deems necessary and shall thereafter report his action to the Board at its next meeting. (3) The Chairman shali exercise such other powers and perform such other duties s may be prescribed.
