( I ) . The Board may, from time to time, with the previous sanction of the Government and subject to the provisions of this Act and to such conditions as may be prescribed in this bchalf, borrow any sum required for carrying out thc purposes of this Act, by rhe issue of debentures or otherwise. (2) All debentims jssucd by the Board shall be in such form as the Board mai with h e sanction of thc Government determine from time'to time. - , (3) Evcry debenture shdl be signed by !he Chairman and cirie other liikiiibei, if there i s aiq. (4) L,oans hnrrnwed and dekn!i.~~cs issnrd under this section along with interest, may be guaranted by thc Govcmment.
