Any officer or authority holding an enquiry or hearing an appeal under this Act shall have the powers of a civil court under the Code of Civil Procedure, 1908 (Central Act 5 of 1908), relating to— (a) proof of facts by affidavits; (b) enforcing attendance of any person and his examination on oath; (c) production of documents, and every such officer or authority shall be deemed to be a civil court.
