(1) The 3[State] (iovernment may, by notification, removc the members. Vice-Chainnan or any member of a Board if he- (a) refuses lo act or becomes incapable of acring as a mcmbcr of the Board ; (6) is declared insolvent ; (c) is convicted of any such offence or is subjected by a criminal courl LO any such order as in the opinion of the 3[Srare] Government implies a defecr of characler which unii ls him to conlinue to he a Vice-Chairman or member of the Board ; provided that beforc Iha 3[StatejGovemment notifies the removal of a member under this sub-scction, the reason for his proposed removal shall bc communicated LO the member concerned and he shall be given an opportunily of kndering an explanation in writing ; I.
