( I ) If at any time it appears to the 2[Starc] Government lhal the Board is not properly performing Lhe duties imposed upon it by or under this Act, the 2[State] Governmen1 may, after considering any explanahon offered by the Board, by an order in wriung specifying the reasons for so doing, dissolve the Board and direcl that the vacancies shall thereupon be filled by election in respect of elecred mcmbers and by appoinunent in respecr of appointed mcmbers in the rnanncr indicated I above.
