Power of make rules - (1) The Government may make rules for the purposes of giving effect to the provisions of this Act. (2) In particulars, and without prejudice to generality of the foregoing power, such rules may provide for all or any of the following matters, namely:- (a) the manner and form in which the registers be kept; (b) the officer who may be empowered to inspect registers and call for information as required by this Act; (c) the agency by which and the manner in which the prosecution shall be instituted; (d) the form of submitting a statement, the particulars under sub- section (1) of section 13 the manner in which registration of establishment is to be made and the form of registration certificate under sub-section (2) and the form for notifying a change under sub-section (4) of section 13; (e) the authority to and the manner in which any notice required by this Act shall be given; (f) the conditions subject to which any exemption under this Act may be granted; (g) the manner in which the employer of an establishment shall keep exhibited in the premises close-day, closing and opening hours and such other particulars as may be prescribed; and (h) to safeguard health, safety and welfare of the employee while on duty (3) All rules made under this section shall, as soon as possible afterthey are made; be laid before both Houses of the State Legislature.
