Assessment of charges for services or facilities provided by the landowner.- Unless the charges payable for services or facilities proviaed by landO\Jner in relation to the land have been specifically provided for in an agreement between the parties, such charges shall be determined by the Assistant Collector, First Grade, having jurisdiction. who shall give due regard to the usage of the locality and if there is no such usage. he shall glve regard. amongst other matters to - (a) the direct advantage gained by the land by the provision of such services or faci Iities; (b) the condition or nature of the services or facilities and the probable duration of thelr effects: (c) the labour or capital required for the provision of such services or facilities.
