The State Government or the local authority, if so authorised, may levy such fees as may be pres- cribed for care and maintenance of uneconomic cows in the institution. . 8. (7) Whoever contravenes or attempts to contravene or abets the comravention of the provi- sions of section 3 or_5. sji&l be guilty of an offence punishable with rigorous imprisonment for a term which may extend to^/two veajs or with fine which may extend to one thousand rupees or with both.
