Trial of offences. – No court inferior to that of a [Judicial Magistrate] of the first class shall be competent to try any offence punishable under this Act. 13-A. Bar of jurisdiction. – No Civil Court shall have jurisdiction to entertain or decide any question relating to matters falling under this Act or the rules framed there under.
