(1) For every area, notified under section 3 or section 8, the Deputy Commissioner shall prepare a record setting forth the nature, description, local situation and extent of all rights mentioned in section 4 and section 5— (a) existing within such area at the time of the publication of the notification relating thereto under section 3 or section 8; (b) regulated, restricted, * 3 * or 4[prohibited] by any order under section 4 or section 5. (2) When any award is made under section 14, its effect upon any right shall also be recovered therein.
