Power to make rules.-- (1) The State Government may, by notification and subject to the condition of previous publication, make rules to carry out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may be made for all or any of the following matters, namely :-- (a) the agency for and the manner of collection of sums specified in sub- section (3) of section 3; and the period within which the same shall be paid to the credit of the Fund ; (b) the manner in which the accounts of the Fund shall be maintained and audited under sub-section (3) of section 3 ;
