Passes for the import, export or transport of 4[intoxicant] may be granted by the Collector; Provided that passes for the import and export of such 4[intoxicants] as the Financial Commissioner may from time to time determine, shall be granted only by the Financial Commissioner. CHAPTER IV. 9[MANUFACTURE, POSSESSION, SALE, PURCHASE AND CONSUMPTION.] A.-Manufacture. 20.(1) (a) No 4[intoxicant] shall be manufactured or collected; Passes necessary for import, export and transport. Manufacture of intoxicants prohibited except under the provisions of this Act.
