(l) The Committee. for the purpose of making inquiry under this Act, shall have same powers as a Civil Court under the Code of Civil Procedure, 1908 (Act No. 5 of 1908) while trying a suit. in respect of the following matters, namely:- (i) summoning and enforcing the attendance of any witness and examining him on oath; (ii) requiring the discovery and production of any document(s); (iii) receiving evidence on affidavit; and (iv) appointing Commission for examination of witness or for local inspection; (2) Any proceeding before such Committee shall be deemed to be judicial proceeding for the purpose of section 196 of the Indian Penal Code, 1860 (Act No. 45 of 1860).
