The following acts of the prisoner shall constitute major prison offences, namely: - (i) endangering the security of the prison in any way, by a willful or negligent act and shall include tampering in any way with prison walls, buildings, bars, locks and keys, lamps or lights or with any other security and custody measure; 1232 HARYANA GOVT. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) (ii) doing or omitting to do any act with intent to cause to oneself any illness, injury or disability including an attempt to suicide; (iii) violating public order or prison discipline; (iv) planning, making preparation for, instigating or abetting, directly or indirectly, the commission of any prison offence; (v) refusing, omitting to abide by standards of behaviour, rules and regulations and lawful instructions and orders; (vi) failing to assist a prison officer when called to do so or answering untruthfully any question put up by a prison officer or a visitor; (vii) making false, malicious and groundless, written or verbal, complaints against prison officials; (viii) quarrelling with other prisoners, creating an environment of fear amongst the inmates; (ix) attacking, assaulting and causing injuries to others, or use of criminal force against prison officers or others; (x) participating in a riot or mutiny or abetting another prisoner to do so; (xi) escaping, preparing to escape or attempting to escape from prison or legal custody or failing to report to prison officials about the same by any other prisoner; (xii) possessing any object or material removed from any larger object or from a building, which has been altered in such a manner that it can be used for damaging prison property or as a weapon of offence or as an implement to assist in escape from prison; (xiii) possessing, hiding, transferring, smuggling, attempting to smuggle, obtaining, giving, receiving or bartering any prohibited article; (xiv) failing to report to prison officials about any prohibited articles; (xv) stealing, damaging, destroying, disfiguring or misappropriating any government property or another prisoner’s property; (xvi) failing to report at once any loss, breakage or injury, which the prisoner may accidentally have caused, to prison property or implements; (xvii) tampering with or defacing identity cards, records or documents of the prison; (xviii) breach of the conditions of parole/furlough or emergency release; (xix) refusing to eat or threatening to go or going on a hunger strike or abetting others to do so; (xx) wilfully or negligently destroying or spoiling food or throwing it away without authorization; (xxi) introducing into food or drink anything likely to render it unpalatable, unwholesome or dangerous for human consumption; (xxii) tampering with the scale of food; (xxiii) unauthorized cooking; (xxiv) violating rules and regulations framed for the systematic running of the canteen or bartering canteen articles; (xxv) manufacturing any article without the knowledge or permission of a prison officer or causing adulteration during manufacturing; (xxvi) mixing or adding a foreign substance to the materials issued for work; HARYANA GOVT. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) 1233 (xxvii) wilfully disabling himself from labour; (xxviii) converting, or attempting to convert, a prisoner to a different religious faith; (xxix) wilfully hurting other's religious feelings, beliefs and faiths; (xxx) agitating or acting based on caste or religious prejudices; (xxxi) having any communication, in writing or by word or by signs, without permission, with any outsider, an undertrial prisoner, detenue, civil prisoners and approvers; (xxxii) participating in or organizing, unauthorized activities like gambling and betting; (xxxiii) using indecent, abusive, insolent, threatening or improper language; being disrespectful, making indecent or vulgar acts or gestures; (xxxiv) failing to assist or preventing another person from assisting, prison officials in case of an attempted escape or suppressing violence, assault, riot, mutiny, attack, gross personal violence or any other emergencies; (xxxv) omitting or refusing to report, as soon as it comes to his knowledge, the occurrence of any fire, plot or conspiracy, any escape, attempt or preparation to escape and any attack or preparation for an attack, upon any prison officer or prisoners; (xxxvi) indulging in or assisting in any unauthorized financial transaction, whether within the premises of the prison or without; (xxxvii) misuse of prison inmate communication system; (xxxviii) commission of a minor offence three or more times within one year; (xxxix) a combination of two or more minor offences when committed as part of the same transaction.
