The entire prison administration shall be computerized so that databases can be accessed easily and managed more efficiently. Following are the least objectives which shall be achieved through the computerization of prisons, - (a) Prisoners Management System: - This shall include prisoners database management using authorized interface, not only to make available the real-time reports such as probable date of release (PDR), prison occupancy, parole/furlough, bail, escape, fine payment, incident punishment, prisoner lodging, court appeals, court production, remission, remand, wages, work allocation, release, transfer, main gate (deodi) in and out, medical records, interview records, prisoners communication system etc. but also for process automation of frequently required processes such as custody certificates required by courts, cashless prison canteen, duty allotment and monitoring, police escort demand etc. This shall include the following modules, namely :– (i) under trial prisoner management module; (ii) convict management module; (iii) visitor management module; (iv) gate management module; (v) hospital management module; (vi) central control room management module; (vii) online canteen fund deposit module; (viii) canteen management module; (ix) store management module; (x) e-custody module; (xi) e-production (peshi)/trial module; (xii) e-parole/furlough module; (xiii) prisoner information KIOSK; (xiv) premature release of life convict module; and (xv) any other module shall be included as decided by the Government or the Director General from time to time. (b) Prison Administration:- All registers, forms and records of the prisoners as well as staff members shall, as far as practicable, be maintained digitally. Various components of prison i.e. control room, central control room, prison canteen, warrant office, ministerial staff etc. shall be connected for regular updation of data through suitable authorized interface. Process automation solutions shall be used for frequently required processes. (c) Coordination between various verticals of criminal justice system and other stakeholders: - There shall be seamless interlinking of prisons, Courts and the police stations as a triad, through the Inter-operable Criminal Justice System (ICJS). This shall enable integrated data sharing with the police and the Courts, enabling efficient and comprehensive tracking of criminals and faster law enforcement responses. There are several stakeholders involved in processes of prisons, including the police, Courts and external agencies like hospitals, medical authorities, National Crime Records Bureau etc. and suitable interfaces should be developed that can help in seamless sharing of information amongst different agencies. (d) Prison Security: - The prison security shall be made more powerful by using Internet of Things (IOT’s) i.e. interconnected security and surveillance gadgets, T-HCBS i.e towers of Harmonious Call Blocking System, mobile Jammers etc., (AI based CCTV’s, X-Ray Scanners, activity trackers, motion sensors, alarms, microphones etc.). Suitable biometric based module shall be used for staff duty allotment and monitoring system. 1414 HARYANA GOVT. GAZ. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) (e) Control Room: - A control room shall be set up for use and management for equipments and adequate, suitably qualified staff for operations under an In-charge or System Administrator/Manager. (f) Personnel Management: - A suitable interface shall be developed to manage various aspects of personnel management such as staff attendance, guard deployment, staff grievances etc. to maximize staff performance.
