The number of prisoners employed on prison maintenance services such as nigran, administrative helpers, barbers, water-carriers, sweepers and the like shall not, without the special sanction of the Director General, exceed, - (a) in a Central Prison or in a District Prison- Twenty per cent of the prisoners confined; and (b) in the case of any other prison– fifteen per cent of the authorized capacity or total number of prisoners for the time confined in such prison whichever is higher. Prisoners not to be employed on certain works.
