For construction of new wards and cells following norms shall be followed namely: – (a) there shall be two types of living accommodations i.e. wards and cells; (b) the minimum accommodation capacity and specifications of wards and cells shall be decided by the Director General; (c) the floor of the wards and cells shall be made of impermeable material such as cement and concrete; (d) each cell shall have a yard attached to it where a prisoner shall have the benefits of sufficient air and light; (e) the structural arrangements of fittings and fixtures and locking devices of barracks shall be secure enough to prevent escapes. The frames of the doors, windows and ventilators shall be iron/steel frames. The iron bars used in doors, windows and ventilators shall be of twenty-five mm. diameter of square cross section and the clear distance between two bars shall be 7.5 cm; (f) the enclosure wall of every ward shall be at least ten feet high. A barrack shall have only one main door of four feet in width and seven feet in height. The door of a barrack shall have clear opening of three feet. All other gates inside the barrack shall be made of iron gratings supported with a chain system. The doors and windows shall have iron frame made of angle iron of minimum of ten mm. thickness; (g) adequate number of lights, fans, and exhaust fans shall be fitted in every ward. Two lighting circuits shall be provided in wards: one for general lighting and the other for dim security light during sleeping hours. All toilets, verandas, courtyards and outer areas of barracks shall be illuminated with adequate lighting throughout night. Energy saving equipment shall be used wherever feasible; (h) a looking mirror (specially toughened) may be fixed in the courtyard of each ward for use of prisoners.
