(1) Any subordinate officer, desiring to make any complaint of any kind shall do so, in writing, to the Superintendent, within forty-eight hours of the occurrence of the cause of complaint. (2) The making of frivolous, vexatious or false complaints shall be prohibited. Combined action amongst officer prohibited.
