(1) Subject to the overall supervision and control of the Director General, the Superintendent shall be the managing executive of the prison in all matters including discipline, administrative, labour, expenditure, correctional and welfare programs, punishment, and control. (2) The Superintendent shall be bound by the applicable laws and rules and directions of the Government in the discharge of his responsibilities in the aforementioned matters of order, discipline, management, and security of the prison and prisoners confined therein. (3) The Superintendent shall ensure that all applicable rules are enforced fairly, impartially, and without discrimination and that all persons to whom the rules apply are in advance made aware of the rules and the consequences of any breach of discipline under the rules (4) The Superintendent shall make himself thoroughly acquainted with the provisions of the Act and all other statutory enactments which govern prison management as also the rules made thereunder. He shall be responsible for carrying into effect all statutory provisions and the rules and the lawful execution of all sentences on prisoners committed to his charge. (5) The Superintendent shall maintain, or cause to be maintained, such record on paper or digitally or both, as specified. (6) The Superintendent shall provide for the support, care, custody of and control over all prisoners at any time confined in the prison. 1342 HARYANA GOVT. GAZ. (EXTRA.), DEC. 30, 2022 (PAUS. 9, 1944 SAKA) (7) The Superintendent shall adopt modern techniques and equipment in matters of security, welfare, and general administration of the prison. (8) The Superintendent shall control all expenditures relating to the prison and maintain records and ensure that such expenditures are incurred in conformity with the financial rules and after observing the codal formalities and financial discipline. (9) The Superintendent shall enquire into and adjudicate upon all the cases involving commission of prison offences and breach of discipline and punish all those who are found guilty thereof in accordance with the provisions made therefor. (10) The Superintendent shall take steps to provide suitable facilities for recreation of prisoners and staff members. (11) The Superintendent shall draw up a plan for the classification of prisoners, their training, treatment programs, and correctional activities in the prison superintended by him and for implementation of the state policy pertaining to correctional administration. Control of Director General. 594. The Superintendent shall discharge his duties subject to the control of Director General and all orders passed by him shall be subject to revision by the Director General. Superintendent to visit prison daily. 595. (1) The Superintendent shall visit the prison every working day, at least once in the forenoon and once in the afternoon, and on Saturdays, Sundays and holidays as well when special circumstances render it desirable; if due to any cause, the Superintendent is prevented from visiting or is unable to visit the prison on any day on which he is by this rule, required so to do, he shall record the fact and cause of his absence in his journal. (2) The first duty of the Superintendent, on the occasion of his daily visit to the prison, shall be to release the time-expired convicts, in accordance with the provisions of the law and the rules in that behalf, and shall, in discharging this duty, in particular, observe the rules relating to the return of their private property.
