The welfare programs in prisons shall be undertaken with the following objectives, namely:– (a) to ensure care and welfare of prisoners; (b) to develop a positive and constructive atmosphere in the institution; (c) to maintain good personnel-prisoner relationship based on mutual trust; (d) to help the prisoners to maintain regular contact with their families and communities in the outside world; (e) to provide guidance and counseling; (f) to ensure a system of incentives for self-discipline by way of remission, temporary release, transfer to semi-open and open prisons and premature release; (g) to encourage group activities and healthy community living; and (h) to inculcate good habits and attitudes and prepare them for a normal after life.
