All articles of diet shall, whenever possible be weighed out to the cooks in a state ready to be prepared for cooking. The following instructions in this regard shall be attended to, namely – (a) the time for the issue of raw rations from the grain storage shall be fixed by the Superintendent and be strictly adhered to; (b) wheat, before being ground into flour, should be thoroughly freed from dirt, unsound grain, and any other deleterious substances; (c) succulent, fresh vegetables when available, shall be used in the dietary regimen in preference to dried vegetables.
