(1) For preparing food for the prisoners and distribution of ration, a mess committee shall be constituted in every kitchen. (2) The committee shall comprise a minimum of five and a maximum of nine members and shall include staff members as well as undertrial prisoners and convicts to ensure adequate representation to them. Two staff members for the committee shall be nominated by the Superintendent. Undertrial prisoners and convicts for the committee shall be nominated by the Prisoners’ Panchayat. (3) An Assistant Superintendent shall act as the executive in charge of the mess and convener of the committee. He shall pay surprise visits to the kitchen, especially when morning and evening meals are being prepared. (4) The mess committee shall obtain ration in the presence of Assistant Superintendent concerned, langar in charge, and storekeeper. (5) The mess committee shall maintain a register in which the following particulars of each meal shall be included, namely:– (a) name of the products; (b) daily prescribed scale of the prisoners; (c) total strength of prisoners; and (d) total amount of ration obtained. (6) The mess committee shall be responsible for the quality and quantity of food cooked and distributed. It shall also ensure that the food is properly cooked and that its full quantity reaches the prisoners. (7) The mess committee shall ensure that convict cook carry out all preparations and processes necessary after being issued the daily supplies and shall prepare the food with due care and attention. (8) Every prisoner member of the committee shall be issued an I-card which shall remain with him while the member is on his duty. Supervision of food stuffs and water supply.
