(1) A regular mental health evaluation of all death row convicts shall be conducted and appropriate medical care provided to those in need. (2) If the Superintendent considers, based on the report of government doctor or psychiatrist, that the prisoner is not physically or mentally fit, he shall forthwith stop the execution, and produce the prisoner before a medical board for a comprehensive evaluation and shall forward its report to the Government for further action.
