The door of the cell be opened in following conditions namely :- (a) The keys of the cell in which a condemned prisoner is confined shall be kept in the custody of the in charge of condemned cells on duty, who on hearing the alarm shall proceed to such cell in case of emergency and enter the same along with other guarding personnel on duty; (b) Before opening the door of the cell in which a condemned prisoner is confined, the prisoner may be handcuffed and secured if there is any likelihood of use of violence by the prisoner against the guarding personnel. However, if he declines to be handcuffed, at least three guarding personnel shall be present while opening the cell; (c) The locks in use in a condemned cell shall be such as cannot be opened by any other key in use in the prison.
