The Superintendent may apply to the Director General for transfer of a dangerous or habitual prisoner or member of a criminal gang from the prison on the ground that the prisoner is familiar with the locality and surroundings because of the previous imprisonment or in the interest of discipline. The Director General may order the transfer of such prisoner after satisfying himself that sufficient reasons for transferring the prisoner exists. Prisoners not to be transferred ordinarily.
