(1) Sufficient number of guarding personnel as per requirement shall be deployed in and around the high security enclosure for security and watch and ward duty round the clock. (2) Every prisoner shall, before being placed in a high security enclosure, be carefully searched and all articles likely to aid escape or suicide shall be taken away from him. The cell shall also be thoroughly searched. All cells and prisoners confined therein shall be carefully searched at the lockup time each day and oftener, if necessary. A certificate to this effect shall be recorded and signed by the cell in-charge and executive in-charge in the search register. Deputy Superintendent (Security) shall countersign the certificate. (3) The guarding personnel on duty at every change of guard in high security enclosure shall be posted and relieved by the duty officer himself. (4) Presence of every prisoner in his cell shall be ascertained at each change of guard. (5) Every material entering the high security enclosure shall be screened through X-ray Baggage Scanner or other suitable devices to prevent the ingress of any prohibited article. (6) The prisoners confined in cells shall be counted at least twice a day besides the counting done during locking up and opening. (7) A no man's area shall be identified near the high security enclosure which shall not be accessed by any prison inmate and the staff, except those who are detailed for duties. (8) The guarding personnel posted in the yards of the enclosure shall not hold a conversation with each other more than what may be required to perform their duty. The entrance door of the High Security enclosure shall always be kept locked from outside as well as inside. (9) The locking and opening shall be conducted in the presence of the executive in charge.
