Only one prisoner shall ordinarily be confined in a cell: Provided that when a prisoner lodged in a cell is seriously ill and it is unsafe owing to the nature of the disease from which he suffers, to have him removed to hospital, the Superintendent may, on the recommendation of the Medical Officer, permit one attendant to remain with him. Under no other circumstances shall two prisoners be permitted to occupy the same cell: Provided further that on specific orders of the Superintendent, upto five prisoners may be accommodated in one cell. An Officer to be within hearing of prisoners in cells.
