Petitions addressed by the prisoners including the under-trial prisoners to the President, Vice- President, Prime Minister, and other high dignitaries of the Central or State Government may be forwarded to them through the Director General. The Director General may, however, withhold such petition if the statements contained in the petition are untrue or if the petition contains objectionable language. The reasons for withholding such petition may, however, be reported to the addressee by Director General through the ordinary official channel.
