Every prisoner shall be at liberty to petition the Government for clemency, and shall, if he so desires, be accorded reasonable facilities for preparing and submitting such a petition. All such petitions shall be accompanied by all the relevant documents including the copy of the judgments of the court of conviction and that of any superior court which may have dealt with the case on appeal or revision, and the same are to be supplied by the petitioners themselves.
