Each institution shall have such number of personnel as per the requirements of security and discipline, class of prison, duty posts, workload, and distribution of functions and reformative programs, as may be determined by the Government. (i) Executive Establishment:-Every prison shall be headed by a Superintendent who shall exercise supervisory administrative, and managerial control over the prison. All other officers posted in the prison shall be subordinate to him. The Superintendent shall be assisted by the following executives, namely: - (a) Deputy Superintendent (Administration), who shall look after the administration and maintenance work in the prison; (b) Deputy Superintendent (Security), who shall be responsible for the security of the prison and administration of guarding duties; (c) Deputy Superintendent (Industries and Welfare), who shall supervise the correctional/educational programs, vocational training, and skill development and manage the industrial units and the work relating to information technology; (d) such number of Assistant Superintendents and Sub- Assistant Superintendents, as may be decided by the Government from time to time, to assist the Deputy Superintendents in supervising and executing the work in their respective sphere; (e) such other officers and officials, as the Government may deem appropriate, from time to time, for effective management and proper prison administration. (ii) Guarding personnel:- (a) the guarding personnel shall consist of Head Warders and Warders. Preferably, there may be one guard for six prisoners. The guarding personnel engaged in the industries and other welfare activities shall be excluded while calculating this ratio; (b) in all prisons, there shall be a reserve guard from guarding personnel specially selected for their efficiency in the drill, unarmed combat and use of firearms. They shall be under the charge of an efficient Assistant Superintendent to combat any emergent situation in the prison; (c) The general control of such establishment shall be vested in the Superintendent, under the overall supervision and direction of the Director General in order to ensure the greatest possible efficiency and discipline in the warder establishment. (iii) Ministerial and Administrative Personnel:- Every prison shall have an adequate number of administrative and ministerial staff such as Superintendent (Office), Deputy Superintendent (Office), Accountant, Assistant (Office), Clerk, Steno typist, Computer Operator, Peon, etc. The ministerial and administrative personnel shall work under the general control of the Superintendent and the Deputy Superintendent (Administration). (iv) Group D Staff :- The prisons shall have such number of Group D personnel such as peon, sweepers, gardeners, barbers, cook, orderly etc. as the Government may determine from time to time.
