Every prisoner shall, on admission to prison, be informed of the period of limitation within which an appeal or revision, as the case may be, against the order under which he has been committed to prison may be filed. Every facility shall be provided to him, for the said purpose, if he desires to file an appeal or revision as the case may be. In cases where a petition for appeal or revision is made so late as to render it unlikely or impossible for it to reach the appellate court within the limitation period or the limitation period has expired, the Superintendent shall endorse on the appeal/revision the convict’s reasons for not submitting it earlier, together with his views (if any) on the reasons so given.
