No Court shall take cognizance of an offence punishable under this Act except upon a police report or upon a complaint made by the person aggrieved by the offence or by his parents or siblings or by an officer authorized by the Government or with the leave of the Court by any other person who is related by blood, marriage, adoption, guardianship or custodianship, as the case may be.
