(1) Subject to the other provisions of this Act and rules made thereunder, the general superintendence, direction, management and administrative control over the affairs of the Authority shall vest in the Chief Executive Officer. (2) The Chief Executive Officer may, by a general or special order in writing, delegate such of his powers subject to such terms and conditions, as he may determine, upon any officer of the Authority: Provided that each such order of delegation and the terms and conditions of such delegation shall be placed before the Authority.
