(1) The Authority may delegate any of its powers, other than the powers in sub-section (2), to an executive committee constituted from amongst its members, as the Chairperson may decide and all decisions of the executive committee shall have the same effect as if taken by the Authority under this Act: Provided that the executive committee shall include not less than three members of the Authority nominated under clause (m) of section 5. (2) The Authority shall not delegate to the executive committee the following powers, namely:– (a) to prepare and publish the infrastructure development plan under sub-section (5) of section 17; (b) to approve the mobility management plan under sub-section (4) of section 21; (c) to approve the plan for sustainable management of the urban environment under section 23; (d) to approve the budget of the Authority under section 39; (e) to make, amend or repeal any regulation under section 58. Appointment, terms and conditions etc. of Chief Executive Officer.
