(2) The money referred to in sub-section (1) shall likewise be applied in payment of all sums payable out of the Corporation Fund under any other enactment for the time being in force. (3) Notwithstanding anything contained in this Act, the moneys referred to in sub-section (1) may also be applied in payment of all sums, charges and costs on all acts and things which are likely to promote the safety, health, welfare, or convenience of the inhabitants, or expenditure whereof may be declared by the Corporation, with the sanction of the Government to be an appropriate charge on the Corporation Fund. l[78A. (1) The fund shall be utilized to promote services for the poor and the inhabitants of the slum areas and the Corporation shall endeavour that atleast,- (i) 20% of the total revenue income; (ii) 20% of the revenue expenditure; or (iii) 25% of the total capital expenditure, whichever is maximum, is incurred on delivery of the serivces to the poor and the inhabitants of the slum areas per annum. Explanation.- For the purposes of this section "services"shall include basic environmental services, roads, primary education and health, housing, water supply, sanitation, social security and such like services.
