Notwithstanding anything contained in sections 228, 235, 236 or in clause (5) of part C of section 392 and subject to any general or special order that the Government may make in this behalf, if any street is vested in the Government,- (a) the Commissioner shall not, in respect of such street grant permission to do any act the doing of which without his written permission would contravene the provisions of section 235 or section 236 or allow any building to be set forward under the provision of section 228 except with the sanction of the Government which may be given in respect of a class of cases generally or in respect of a particular case; (b) the Commissioner shall, if so required by the Government, exercise the power conferred upon him by sections 228, 235, 236 or clause (5) of part C of section 392 or any bye-law made in exercise of the powers conferred by the aforesaid clause (5) in respect of encroachment or overhanging structure on or over such street or any materials, goods or articles of merchandise deposited on such street.
