The Commissioner may, at any time with the previous sanction of the Power to make Corporation- new public streets. (a) layout and make new public streets; (b) construct bridges and sub-ways; (c) turn or divert any existing public streets; and (d) lay down and determine the position and direction of a street or streets in any part of the Municipal area notwithstanding that no proposal for the erection of any building in the vicinity has been received.
