If, in the opinion of the Deputy Commissioner, the number of i prevenl persons employed by a committee or whom the committee may propose in to employ as such, or the remuneration assigned by the cornminee to 1 I cstablishmems. those persons or any of them is excessive, the committee shall, on the requirement of the Deputy Commissioner, reduce the number of those persons or the remuneration, as the case may be : Provided that the committee, may appeal against any such requirement to the State Government and the decision of the State ~ovemment on a i y such appeal shall be final.
