(11 Nothing contained in the Punjab Public Service Savingas to Commission (Additional Functions) Act, 1955, shall be deemed to apply first to, or to require consulcation with the Haryana Public Service Commission appointments. in respect of, first appointments to the Service by way of integration. (2) The first appointments referred to in sub-section ( I ) shall be made in accordance with the rules made under this Act on the recommendation of a committee to be constituted by the State Govemment in his behalf.
