(1) Whenever a vacancy occurs by the death, resignation or Filling of removal, or by the vacation of a seat under the provisions of sub-section casual (4) of section 1 I, of any member, [[the vacancy shall bc filled within 3(six vacanccis~ months] of the occurrence of such vacancy] in accordance with the provisions of this Act and the rules. (2) Every person eIected or nominated, to fi II acasual vacancy, shall be elected or nominated to serve or the remainder of his predecessor's rerm of ofice. >[16.
