The Government may, by notification, regulate or prohibit any horticulture plant and plant material of unknown pedigree grown in any part of the State or imported or exported or affected by an infectious pest or disease, subject to such restrictions and conditions, as may be specified in the notification, for the purpose of maintaining their quality.
