Appointment of officers and employees. - (1) The State Government may appoint a Secretary to the Board. (2) The Board may create such other posts and appoint such other officers and employees as it may consider necessary for the efficient discharge of its functions. (3) The conditions of service of the officers and employees of the Board shall be such as may be prescribed. (4) The duties of the officers and employees of the Board shall be such as may be determined by it.
