Where the Director or Fire Officer or officer-in-charge of a fire fighting or any emergency operation requires fire fighting equipment and appliance or property of any other authority or any institution or individual, he may, by order, requisite such equipment or property for the purpose of extinguishing fire or to meet with any other emergencies in any area and take possession thereof from the authority or any institution or individual, as the case may be.
