No officer or any member of his family or other persons having any duty to perform in connection with the valuation or sale of any evacuee property, or having any official connection with the Rehabilitation Department, Haryana, shall, either directly or indirectly bid for or otherwise acquire or attempt to acquire any interest in such property.
