On the failure to pay the fine, the State Authority for Clinical Establishment shall prepare a certificate signed by an officer authorized by it, specifying the fine due from such person and send it to the Collector of the District in which such person owns any property or resides or carries on his business and the said Collector, on receipt of such certificate, shall proceed to recover from such person the amount specified thereunder in accordance with the provisions of the Punjab Land Revenue Act, 1887 (Punjab Act 17 of 1887), as if it were an arrear of land revenue.
