The State Authority for Clinical Establishment shall, within such period, as may be prescribed, pass an order– (a) granting the certificate in such form and manner, as may be prescribed; or (b) disallowing the application for grant of certificate: Provided that in case the application is disallowed, the State Authority for al Establishment shall record the reasons for doing so.
