(1) Every clinical establishment shall fulfill the following conditions for permanent registration- (i) minimum standards of facilities and services; (ii) minimum requirement of personnel; (iii) provisions for maintenance of records; and (iv) such other conditions, as may be prescribed. (2) The clinical establishment with indoor facility shall provide within the available staff and facilities, such medical examination and treatment/First- Aid as per best available resources and as per the standards prescribed for said clinical establishment, as may be required for the emergency medical condition of any individual who comes or is brought to such a clinical establishment to stabilize such person.
