The University shall have the following objects and powers, Objects; and functions of University

The University shall have the following objects and powers, Objects; and functions of University. (i) to monitor physical education and sports at all levels in the State academically: Provided that such monitoring shall not infringe on the activities of the Sports anti Youth Aff,airs Department of the State in any manner; (ii) to offer consultancy services for the development of physical education and sports in the State; (iii) to pt-wide for tesearch and instruction in such branzhes of learning as the University may think fit and to take such steps, 356 HARYANA GOVT. AUG. 6. 2014 (SRVN. 15, 1936 SARA) as it considers necessary for the advancement- of learning and dissemination of knowledge; (iv) to explore the possibilities of increasing the extension activities in physical education in consultation with the Sports and Youth Affairs Department; (v) to institute principalship, professorship, associate professorship. assistance professorship and to create other posts of any description required by the Universitiand to appoint persons to such posts; , (vi) to hold examinations and grant such degree, diplomas and other academic distinctions or titles to persons as may be laid down in the Statutes, Ordinances or Regulations; (vii) to confer honorary degrees or other academic distinctions in physical education and sports in the prescribed manner and under conditions prescribed; (viii) to assess the needs of the State and Country in terms of subjects, fields of specialization, levels of education and training of . manpower both on short and long term basis and to initiate necessary programmes to meet those needs; (ix) to provide instructions, including correspondence and such other courses, to such persons as are not members of the University, as it may determine; (x) to co-operate with educational and other institutions in India and abroad having objectives similar to those of the University in such manner, as may be conducive to their conimon goals; (xi) to venture upon international accreditation by working out its mechanism and applicability; (xii) to motivate the affiliated colleges also lo get accredited by working out its mechanism and applicability; (xiii) to receive gifts, donations or benefactions from the Government and to receive gifts, donation and transfers of movable or immovable property from transferors, donors, testators, as the case may be; and to create such corpus fund with the donations so received for the welfare of the University; (xiv) to institute prizes, medals, research studentships, exhibitions and fellowships; (xv) to supervise and control the hostels and to regulate and enforce discipline among the students of the University and to make arrangements for promoting their health and general welfare: HARYANA GOVT. GAZ.^(EXTRA.), AUG. 6, 20(4 357 (SRVN. 15, 1936 SAKA) ^ (xvi) to prescribe conditions under ,which the award of any degree, title, diploma and other academic distinctions may be withheld; (xvii) to co-operate with any other University, authority or association or any otherpublic or private body having in 'view the promotion of purPoses and objects sirailar to those of the University for such purposes as may be agreed upon .on such terms and conditions, as may from time to time, be prescribed; (xviii) to establish and maintain University libraries, research stations and publication bureau; (xix) to institute -research posts and to make appointment to such posts; -(xx) to institute and award fellowships, including travelling fellowships, scholarships, medals and prizes in the manner prescribed; (xxi) to establish maintain or recognize hostels, for students of the University and residential accommodation.for the staff of the University and to' withdraw any such recognition; (xxii) to maintain colleges located within the limits of the area referred to in sub -section (1) of section 4 or, subject to the provisions of sub section (2) of that section, admit to its privileges colleges not maintained by the University but located within the said . area and to withdraw the same; (xxiii) to designate any college as an autonomous. college with the concurrence of the Government, in the manner and under conditions prescribed and to cancel such designation; (xxiv) to fix fees and to demand and receive such fees as may be prescribed; (xxv) to hold and manage endowments and other properties and funds of the University; (xxvi) to borrow money with the approval of the Government on the security of the property of the Universityfor the -purpose of the University; (xxvii) to enter into agreement with other bodies or persons for the purpose of promoting the objectives of the University including the assuming of the management of any, institution under;them and the taking over of its rights and liabilities; (xxviii) to deal with any property belonging to; or vested in the University, in such manner as the University may deems fit for advancing the objects of the University; 358 HARYANA GOVT. (xxix) to organize adVaticed studies and research programmes based the: trends in such branches of learning, as the University May think fit; (xxx) to promote research, design and developmental activities that have a relevance to social needs and the development programmes of the State; 4, (xxxi) to initiate theasures to enlist the co-operation of industries and Government employees to provide complementary facilities; (xxxii) to provide for continuous experimentation in imparting knowledge organization of training and preparation of text- books and other instructional materials; (xxxiii) to arrange for progressive introduction of continuous evaluation : and re -orientation of the subjects in educational measurement; (xxxiv) to further entrepreneurial ability among its students; (xxxv) to educate the public with regard to the requirement of, and of knowledge; (xxxvi) to make special arrangements for the education of women- students and the students belonging to weaker sections of the society, in particular Scheduled Castes and Scheduled Tribes, as the University may consider desirable; (xxxvii) to frame Statutes, Ordinances or Regulations and alter., modify or rescind the same for all or any of the aforesaid purpose; and (xxxviii) to do all such things as may be necessary, incidental or conducive to the attainment of all or any of the objects of the University.
